| This novel e-service program is built around a mainframe application originally developed by xwave in the 1980s. The mainframe houses a database containing approximately 500,000 driver records and 300,000 vehicle records. Various MRD offices access the records via the Government's Wide Area Network. Through the new web application--created using IBM WebSphere and integrated with IBM Host Publisher--Internet users can renew their plates or change their addresses using much the same process as an MRD counter attendant.
When a vehicle plate
is scheduled for renewal, the Government
notifies the owner by mail and includes
a temporary six-digit PIN number. Equipped
with this PIN number as well as a driver's
license number which doubles as a user
ID, vehicle owners can log on to the system.
To protect security, they must then change
their PIN numbers in order to proceed
with their renewals. They may also provide
change-of-address information on-line.
